DISCRIMINATION FACED BY DEAF ONLY PERSON IN INDIAN RAILWAY CONCESSIONS
It seems that indian railways normally does not permit to travel in concession to deaf only persons on the ground that indian railways facing financial crisis, but as per norms financial crisis does not involve disability policy it also attracts violation of equal opportunity,full participation and rights act-1995 of persons with disabilities.
Following are the discrimination one who deaf only may possible to face while in indian railway concessions:-
1. Deaf can not understand the amplified speech at railway counter staff when dialog for enquiry etc,so that they could not get reply/tell reply positively, hence definision/inclusion separate them in the concession format provided to deaf & dumb only affixed together.
2. By using hearing aid, some deaf person able to speak in little bite, by special training thorugh speech theropy,hence deaf & dumb applicable together while in concession is discrimination.
3. Some people become deaf after occuring knowledge in speech at childhood,hence insist for them for deaf and dumb applicable together while availing railway concession is totally discrimination and also violated equal opportunity and protection act under persons with disability act 1995.
4. Some one become deaf after attaining old age, but old age concession in indian railway they definitely get, then deaf concession is useless, hence inclusion deaf only is most priority at this stage while availing concession by extra inclusion along with deaf & dumb applicable together.
Therefore deaf only or dumb only disability clue may be awarded for railway concession also it supports equal opportunity protection and full participation act 1995 of disability act, whereas disability clues also supports that one who occury 40% above disability then eligible for all concessions on equal basis.
Hence urge upon philonthropists like everyone for try their level best in implimenting the new scheme of concession like DEAF ONLY or DUMB ONLY with existing railway concessions for deaf and dumb applicable together so that people from all category of disabled should be recognised while availing concessions.

UNEQUALITY AMONG DISABLED PEOPLE IN ISSUING RAILWAY CONCESSIONS.
At present railway concession to deaf person is available if one who is deaf and dumb applicable together. But this is discrimination in getting equal opportunity,protection act, as some one having only deafness, other one having only dumbness, but affixing together is totally discriminatione, therefore i request with philonthropists across the nation that it is better to impliment/insist an new scheme to avail concession by removing the existing deaf & dumb affixing together. Yearly this was answered by then Minister for Railways Mr.Ram Vilas Pashwan that it may be considered accordingly,but yet to impliment the scheme. I already contact various authorities in railway department, but no-one is set right the discrimination in setup the new era like DEAF only or DUMB only. It also note that if deaf person using hearing aids, it is possible to speak slowly by speach therapy training, hence dumb inclusion for affixing together with deaf is not good jester at all times.
Hope to raise this question in both Loksabha and rajyasabha for enable deaf only or dumb only persons to get benefits in their hardship with disabilities. I am attaching the reply sent by railway authorities for your perusal and as proof.
